Fishing rules Volga-Caspian fishery basin

The Volga-Caspian fishery basin is divided into Northern and southern fisheries areas, differentiated between a conventional line passing along the dam of the Volga hydroelectric power station (city of Volgograd), with the exception of ponds and flooded quarries, owned by the constituent entities of the Russian Federation, municipal and private property.

2.1. Southern fisheries region of the Volga-Caspian fishery basin includes the Caspian sea, and fisheries values on the territory of Astrakhan region, the republics of Dagestan, Ingushetia, Kalmykia (coast of the Caspian sea on the territory of the Lagansky district, the Volga river on the territory of the Yustinskiy district, and Sarpinsky lakes), North Ossetia – Alania, Kabardino-Balkarian and Chechen Republics and part of the Volgograd region (the Volga river with the canals, voloskami, sleeves and other water objects of fishery below the dam of the Volga hydroelectric power station, reservoirs of the Volga-don navigable channel with flowing rivers).

The southern fishery district the fishery is divided into 4 sub-regions: the Volga-Caspian, North-West, North Caspian sea, the Terek-Caspian. Description of the scheme and fishery subareas South of the fisheries region of the Volga-Caspian fishery basin, are listed in Annex No. 1 to Rules of fishery “the Description and scheme of the fishery subareas South of the fisheries region of the Volga-Caspian fishery basin”.

2.2. Northern fisheries region of the Volga-Caspian fishery basin includes the Volga river, from the headwaters to the dam of the Volga hydroelectric power station (city of Volgograd) with the basins of the rivers flowing into it, including reservoirs of the upper Volga, Ivankovo, Uglich, Rybinsk, Gorky, Cheboksary, Cherepacha, Votkinskaya, Kamskaya, lower-Kama, Kuybyshev, Krasnoyarsk, Saratov, Volgograd, as well as all water objects of fishery, is located on the territory of the Republic of Bashkortostan, Republics of Mari El, Mordovia, Tatarstan, the Udmurt Republic, the Chuvash Republic – Chuvashia, Perm Krai, Belgorod, Bryansk, Vladimir, Volgograd (above the dam of the Volga hydroelectric station), Vologda (Rybinsk reservoir and other water bodies of commercial fishing importance on the territory of the Cherepovets district), Ivanovo, Kaluga, Kirov, Kostroma, Kursk, Moscow, Nizhny Novgorod, Orenburg, Orel, Penza, Ryazan, Samara, Saratov (excluding reservoirs of the don river), Smolensk, Tambov, Tver, Tula (the basin of the Oka river), Ulyanovsk, Yaroslavl regions and the city of Moscow.

Rules relating to Amateur and sport fishing should highlight the following points:

10. For the implementation of Amateur and sports fishery:

10.1. citizens have the right to carry out Amateur and sports fishery on water objects of commercial fishing importance for General use freely, in accordance with fishery Rules;

10.2. Amateur and sports fishery on the fishery sites given on the basis of contracts on the provision of fishing area for the organization specified fisheries by the citizens is carried out in the presence of the permit (the document confirming the conclusion of the contract of compensated rendering of services in the field of Amateur and sports fishery), issued by a legal entity or individual entrepreneur. The permit must be specified the amount of water biological resources, agreed for the extraction (catch), area of extraction (catch) within the fishing grounds, the tools of extraction (catch) the expiration date;

10.3. at the organisation of Amateur and sports fishery on the provided for these purposes, the fishing grounds of legal entities and individual entrepreneurs shall have duly executed the agreement on the provision of fishing area for the extraction (catch) of aquatic biological resources, the permit for the extraction (catch) of water biological resources, hunting and fishing magazine

29. Kinds of forbidden tools and ways of extraction
(catch) aquatic biological resources in all water objects of fishery of Volzhsko-Caspian fishery basin (with the exception of water objects of fishery, Astrakhan region):

In Amateur and sport fishing is prohibited:

a) application:

networks of all types;

traps of all types and designs (Meri, Venter, prope, “Mord”, “stabbing”), with the exception of special traps;

passive instruments of production (catch) (“zakidushek”, “pastamusik”, “pokes” and others) on the rivers, which are the habitat of salmonids;

firearms and airguns, crossbows and bows;

rods (including bottom fishing rods) and spinning gear all systems and items with the total number of hooks (single, double or triple), more than 10 pieces at one citizen;

trassi and dragonhouse instruments of production (catch);

netting otzyivyi and objectively instruments of production (catch) and devices (fantasies, nets, scrapers, bastings, lifts, circles, “TV”, “screens”, “grips”, “Boer”, “shards”, “capes”, “scarves”, “Sakas”, “kotze”, “lionfish”, “German women”, “wismilak”, “Rezanov”, “Oganov” and others), with the exception of lifts (“spiders”) scoops and not more than one item from one citizen, the size (length, width, height) is not more than 100 cm, and the size (step) of the mesh not more than 10 mm (including those used with bait) for the extraction (catch) live bait (fish bait), but the most valuable and valuable species of fish;

piercing guns production (catch) (spears and others), with the exception of Amateur and sports fishery, carried out with the use of special pistols and rifles for underwater hunting;

b ) it is Prohibited to harvest (catch) aquatic biological resources:

way of barenia, jamming, gon (including with rattles and botany);

the seines with the total number of hooks more than 10 pieces on tools of extraction (catch) of one citizen;

“on the” lighting – using lighting fixtures and lamps of various designs on the surface and in the water column at night (astronomical, with sunset to sunrise) for the extraction (catch) of aquatic biological resources, with the exception of the implementation of spearfishing, fishing using fishing rods (including bottom fishing rods) and spinning gear all systems and items, as well as special traps;

on track – with the use of the rowing vessel or floating equipment using more than two baits per vessel or floating equipment;

trolling with the use of sails and/or motor using more than two baits per vessel or floating equipment;

mugs and Gerlich with the total number of hooks more than 10 pieces on tools of extraction (catch) of one citizen;

with the help of the device sesdaq, fences, pins, dams and other barriers, partially or completely overlapping the channel of waterways and hamper the free movement of fish;

with special traps more than three pieces of one citizen, each of the parameters allow special traps (length, width, height, polygon, height, diameter – for conical and cylindrical) must not exceed 80 cm;

Gill way (when using “mihalovic”, “harvesters”) number of hooks more than 2 pieces;

cancers hands by wading, or by snorkeling;

C) the descent of water objects of fishery for the purpose of extraction (catch) of water biological resources;

g) set on the ice of water bodies of commercial fishing importance of tents and other fixed structures, except portable windproof devices;

d) use of tools and ways of extraction (catch) of water bioresources in water objects of fishery, Astrakhan region, except for the following:

float rod, consisting of rods (including carrying rings and a removable spool of fishing line), fishing line, floats, sinkers, hooks and leashes;

bottom rod (Donk), consisting of rods (including carrying rings and a removable spool of fishing line or cord) or word, the fishing line or cord, sinkers, leashes and kruchev;

bottom fishing rod, consisting of rods (including carrying rings and a removable spool of fishing line and cord) or the whip, fishing line, sinkers, feeders or mihalovici with the number of hooks not more than 2 pieces;

bottom fishing rod with shock absorber;

spinners, lures, flies and other lures, different in shape and color with hooks (single, doubles or tees);

rakolovki, not more than three pieces of one citizen, each of the parameters allow special traps (length, width, height, polygon, height, diameter – for conical and cylindrical) must not exceed 80 cm;

extraction (catch) on the track with the use of the rowing vessel or floating equipment using no more than two baits per vessel or floating equipment;

the extraction (catch) of trolling with the use of sails and/or motor using no more than two baits per vessel or floating equipment;

the extraction (catch) of fish “Kwok”;

boats;

imitation fish;

special guns and pistols for underwater hunting;

spinning tackle (spinning), is composed of rods with guides and a handle on which is mounted a removable spool of fishing line or cord and shall be equipped with one bait with hooks (single, doubles or tees). Additionally the front of the lure can be shipped without hooks.

Hooks, doubles or hooks – tees apply only when production (catch) by spinning and imitation fish. The number of hooks used (single, doubles or tees) shall be not more than five pieces on the instruments of production (catch) of one citizen.
