The construction of the reservoir started in 1970, slightly above the village of Kurilovka, under God’s mountain, the river Sura and the adjacent coast was blocked by a giant dam with a length of about three km. along the banks of a huge valley – the planned flood zone – over the years the construction was at the root of the cut and partially uprooted trees.
Falling in this zone, the village was moved higher.
In 1978 in the life of Penza has taken place – in the full sense of the word – event: a 10 km from the city, it was commissioned in Penza reservoir, soon acquired in the everyday life of the citizens the name “surskoye sea”.
The purpose of the construction of the reservoir was the water supply of the city of Penza and Zarechny and irrigation of 40,000 hectares of surrounding agricultural lands. The mirror of the sea exceeded 100 sq km, the width in the middle part was about three miles, and the area of backwater extends almost 30 km from the dam upstream.

A few years sea fishing became quiet, but soon there was a real “Klondike” on the river above the backwater zone.
