The deputies rejected a bill banning the free sale of networks and trade in illegal fish
The bill was introduced in the state Duma in December of last year the Samara Provincial Duma. It is proposed to Supplement Article 26 of the law “On fisheries and conservation of aquatic biological resources” of the two provisions. One imposes a ban on “the sale of citizens who are not individual entrepreneurs, gear that, in accordance with the rules of fishing are forbidden to use in the implementation of Amateur and sports fishery on the territory of which the sale of the said goods”. The second provision prohibits the sale of the restricted periods “live and fresh fish, crayfish and other aquatic biological resources, except those which are the objects of commercial fisheries”.
The state Duma at its meeting on 24 April considered the bill in the first reading. Took this procedure no more than two minutes, during which the Deputy Elmira glubokovskaya voiced the position of the state Duma Committee on natural resources and have proposed a bill to reject.
The main objection of the Deputy of Glubokovsky consisted in the fact that the bill requires the introduction of relevant changes not only in the Law on fisheries, but also in Civil,criminal and Administrative codes, which Samara deputies do not know. In addition, according to Ms. Glubokovskii, the ban to sell the network in those regions where net fishing is prohibited, “will not become a real barrier to poaching” because the citizen can buy them in another region where they are the rules allowed.
After hearing the performance of Glubokovski, the Chairman proposed to vote. The results of this vote somewhat discouraged: against 3 votes, abstain – zero – zero. That is, in voting, it turns out, was attended by only three members. Two – Glubokovsky and Chairman Naryshkin – seen in the frame. Who was the third person remained unknown. “No decision”, – said the inscription on the scoreboard. “The bill was rejected” – said the presiding judge. Unclear and information on the website of the state Duma: “the result of the vote: rejected (not typed quorum)”. How can you reject the bill, if there is no quorum? As you want, and understand.
Video report of Glubokovski (and the Board with the results of the vote) has hit the Internet and sparked outraged comments on fishing sites. Fishermen can understand: for ten years, no less, in a variety of authorities in different parts of the anglers write the collective letter with the requirement to stop net chaos. Ban the sale of free networks was one of the items in resolutions of mass meetings of the fishing 2011. Finally, the Union of fishermen almost two years ago, has developed specific proposals for the introduction of licensing of trade setmaterialname and sent these proposals, including in the state Duma. But the things are there. The network was sold freely on every street corner, and sold.
The situation with the “rejection” of the draft law of the Samara revealing. The fact that the bill is really wet, and the offer of the Duma Committee on natural resources to oppose it is quite understandable and justified. But rejected – and then what? The problem raised by the Samara deputies remained. Who gets to decide? Samara deputies? Rosrybolovstvo? The state Duma Committee on natural resources? Something tells us that neither the first nor the second nor third would not bother.
Voted and forgot. And to solve it will continue to be fishermen, tirelessly pulling out of an illegal network of reservoirs throughout Russia.
SPECIALLY FOR THE DEPUTIES OF THE STATE DUMA
One of the commonplaces of the arguments of the officials against restrictions of free trade networks serves as a reference to the fact that imports pesochnyh networks and metamaterialov from abroad is prohibited, so there is no reason to ban their sale.
The ban on the import into the territory of the Russian Federation of fishing nets of synthetic materials was introduced in 2008. It was presented as a “barrier poaching” on inland waters. Here is just one example of how this barrier is effective.

THE STATE REGISTRATION OF NETWORKS
Suggestions for state registration and license accounting networks developed by participants of the project “Antibreak” from Yaroslavl and Saint-Petersburg offices of the NGO “Union of Fishermen”.
We propose to introduce the state registration of networks. State room on the upper cord throughout its length shall be placed at the factory so that its removal was impossible without violating the integrity of the network. This number must be human readable without the use of special technical means.
From the date of issue by the manufacturer of each network must be registered for the trade organization or the ultimate owner. Network, not having such registration should be outlawed its sale, storage and transportation should be prosecuted by law. The information about available registration and network settings with a specific number should be publicly available on the Internet.
When an entrepreneur or a citizen (where it is permitted by fishing regulations) license for the installation of the network must register its number, geographical location and time period, which allowed installation.
Authorized Federal Executive authorities are obliged to provide Internet service through which citizens can report about the discovered networks and to check the legality of their installation. Where the use of the Internet is impossible, there should be a log of the installation network and automatic call recording-reports of their detection.
The supply networks of state rooms will allow people to radically increase the informativeness of their messages about the discovered networks to the fishery inspection and public organizations opposing the poaching. New quality of information coming from the reservoir, will allow honest employees of fisheries in order to effectively carry out their work, and colluded with criminals to change occupation – voluntarily or under compulsion of law.
