Rules of fishing for Northern fishery basin

The Northern fishery basin includes the Barents sea basins of rivers flowing into it, the White sea and the basins of rivers flowing into it:

Onega lake basins of rivers flowing into it, as well as fisheries values located in the territory of the Republic of Karelia (with the exception of lake Ladoga basins of rivers flowing into it), the Komi Republic and the Nenets Autonomous district (including part of the island of Novaya Zemlya, the Eastern border which is on the watershed), Arkhangelsk (including part of the Novaya Zemlya archipelago, the Eastern border which is on the watershed), Murmansk, Vologda (with the exception of water objects of commercial fishing importance on the territory of the Cherepovets district) and Kirov regions, the limited pools of the above rivers, with the exception of ponds and flooded quarries, owned by the constituent entities of the Russian Federation, municipal and private property.

Rules relating to Amateur and sport fishing should highlight the following points:

7. In order to preserve listed in the Red book of the Russian Federation and/or the Red book of the Russian Federation rare and endangered species of aquatic bioresources extraction (catch) of water bioresources is forbidden.

10. For the implementation of Amateur and sports fishery:

10.1. Citizens have the right to carry out Amateur and sports fishery on water objects of commercial fishing importance for General use freely and free of charge in accordance with the Rules of fishing.

10.2. Amateur and sports fishery on the fishery sites given on the basis of contracts on the provision of fishing area for the organization of specified kinds of fishing, with citizens is carried out in the presence of the permit (the document confirming the conclusion of the contract of compensated rendering of services in the field of Amateur and sports fishery), issued by a legal entity or individual entrepreneur. The permit must be specified the amount of water biological resources, agreed for the extraction (catch), area of extraction (catch) within the fishing grounds, the tools of extraction (catch) the expiration date;

10.3. At the organisation of Amateur and sports fishery on the provided for these purposes, the fishing grounds of legal entities and individual entrepreneurs shall have duly executed the agreement on the provision of fishing area for the extraction (catch) of aquatic biological resources, the permit for the extraction (catch) of water biological resources, hunting and fishing magazine.

10.4. At the organisation of Amateur and sports fishery on the basis of the contract on the provision of fishing grounds, legal entities and individual entrepreneurs:

• produce the issuance of permits within a distributed legal entities and individual entrepreneurs in the prescribed manner of the amount of quotas of extraction (catch) of water biological resources;
• provide a separate accounting for catch of aquatic bioresources by species, volumes and areas (places) of extraction (catch) of water bioresources in trade magazine;
• represent to territorial bodies Rosrybolovstva of data on extraction (catch) aquatic biological resources, not later than 18 and 3 of each month as of 15 and the last day of the month.

10.5. Citizens in the implementation of Amateur and sports fishery on the provided for these purposes, the fishing grounds needs to have:

• the permit;
• a passport or other identity document.

Areas forbidden for extraction (catch) of water biological resources

63. It is prohibited to carry out Amateur and sports fishery:

63.1. at a distance of less than 200 m from the setting stationary tools for extraction (catch), Tonya, Plava, fish counting fences;

63.2. in the water objects of fishery all tributaries in which spawning of a salmon Atlantic (salmon) and lake salmon within the boundaries of the Murmansk and Arkhangelsk regions, Nenets Autonomous district and the Republic of Karelia, with the exception of:

a) the extraction (catch) of fish pole and line hand tools for extraction (catch) with the total number of single hooks is not more than 4 on the tools of extraction (catch) of the citizen in the permitted periods without the use of artificial lures since raspyleniya ice to the period of ice formation;

b) the extraction (catch) of water biological resources on the fishing grounds, provided for the organisation of Amateur and sports fishery;

C) ice fishing pole and line hand tools for extraction (catch) with the total number of single, double or triple hooks (more hooks) not more than 4 on the tools of extraction (catch) of a citizen without restrictions on baits;

g) the extraction (catch) of fish pole and line hand tools for extraction (catch) with the total number of hooks not more than 10 for the instruments of production (catch) a citizen within the boundaries of the Arkhangelsk region.

2. Forbidden terms (periods) of extraction (catch) of water biological resources:

67. Forbidden Amateur and sports fishery in the following terms:

67.1. herring white sea in the Onega Bay in the borders of the Arkhangelsk region, including the 3-mile coastal zone of the Solovetsky Islands and the island of giggin – 10 may-10 Jun;

67.2. navaga in Unscol Guba and Guba Ukhta Onega Bay from 20 January to 31 January;

67.3. of the crab in the Barents sea – from January 1 to August 15.

67.4. the extraction of sea hare (bearded seal) from 16 April to 31 August;

67.5. prey ringed seal (Akiba) – from 16 April to 31 August;

67.6. anadromous fish in the days (periods) pass producers on the spawning grounds, which are set by decision of the Commission on regulation of extraction (catch) of anadromous fish species.

68. Forbidden Amateur and sports fishery in water bodies of commercial fishing importance or their parts located on the territory of Murmansk region:

68.1. in all rivers, streams and their tributaries flowing into lakes and reservoirs, as well as in priustevyh spaces of the rivers, the streams at a distance less than 250 m from the river mouth and inland water objects of commercial fishing importance – from 1 September to 30 November;

68.2. on Nizhne-Tulomskaya HPP reservoir in the period of migration of juveniles of Atlantic salmon (salmon) from 10 June to 10 August;

68.3. at a distance less than 1 km from the villages of North and Lopsa Zapan, as well as in Moscow and Topia lips and Messere knyazhya Guba reservoir – from 15 may to 30 June;

68.4. in priustevyh spaces into the lake Lovozero on the West coast of the rivers and streams (from the river Virma river to Tsaga, including them) at a distance less than 1 km to both sides from the mouth and into the lake – from 1 July to 30 November;

68.5. at a distance less than 1 km from Islands and peninsulas in the reservoir Kendrovski – the Islands are too lazy, Yegoryev, Bald, Cock, Savastru, Bear, Orlova, Hort, EPM, Komugi, Peninsula rowat; lake Umbozero – the Islands of the Great Spruce, Sorvanov, as well as along the shallow ridge in the Northern part of the lake; in the lake Colville – ridge Islands, located in the center of the lake, from 20 August to 10 October;

68.6. at knyazhya Guba reservoir in the lake district, Notozero – from 20 August to 10 October;

68.7. in the Pirenga river – September 1 to November 30.

68.8. whitefish (all forms), brook trout, brown trout (trout) in knyazhya Guba reservoir – from 1 September to 31 October;

68.9. bream (living form) in the lakes verkhivs’ke, Serac, knyazhya Guba reservoir, Jobscom reservoir – from 15 may to 30 June.

3. Forbidden for extraction (catch) of water bioresources

75. Prohibits the extraction (catch):

• fry: salmon Atlantic (salmon), salmon, lake, brook trout and brown trout (trout) (freshwater dwelling form);
• walleye (living form) in the lake Engozero in the territory of the Republic of Karelia;
• salmon lake;
• females of the crab;
• in water bodies of commercial fishing importance in the Vologda region: salmon, lake and brown trout (trout) (freshwater dwelling form) in the basin of lake Onega;
• sturgeon in the rivers of Sukhona and Yug from tributaries;
• sterlet, the Russian bystryanka and grayling on the territory of the Chagoda, Ustyuzhna, Babayevsky and Kaduyskogo areas;
• white salmon pool Kubensky lake;
• whitefish (freshwater dwelling form) and vendace in the lake of the Vosges.

Accidental capture of these aquatic resources are subject to release in a natural habitat with the least damages.

76. Prohibits the extraction (catch) without permits:

• of Atlantic salmon (salmon);
• nelma;
• trout;
• Goltsov (Arctic anadromous);
• Cisco Arctic;
• of the crab;
• sterlet;
• marine mammals.

Accidental capture of these species of aquatic biological resources subject to release in a natural habitat with the least damages.

77. Not prohibited and is not limited to the collection of algae, sea grasses and aquatic invertebrates from storm drains.

4. Kinds of forbidden tools and ways of extraction (catch) of water biological resources

78. In Amateur and sport fishing is prohibited:

78.1. the extraction (catch) of satnami tools of extraction (catch), including traps of different types and designs, with the exception of cases specified in the Rules of fishery;

78.2. the extraction (catch) of the gun, way of barenia, prying, using samolovama, with rattles and botany, the method of killing;

78.3. the implementation of spearfishing in rivers and creeks, all tributaries in which spawning salmon Atlantic (salmon) according to appendices N 1, 2, and 7 to the fishery Rules;

78.4. the use of hook tools of extraction (catch) of using any of the drive coil with fishing line (cord) in addition to the manual;

78.5. install stabbing, debris and other types of fences

78.6. production of algae using dragonhouse devices, including anchor-cat.

6. The minimum size of extracted (caught) water bioresources (commercial size)

80. Field size is determined by fresh:

a) fish in the Barents sea from the top of the snout (with closed mouth) to the end of the caudal fin;

b) fish in other fisheries – from the top of the snout (with closed mouth) to the base of the middle caudal fin rays;

in) of the crab by measuring the greatest width of the carapace (carapace) excluding spikes;

g) of cancers by measuring the body from the line joining the mid-eye to tail fork.
